This is strengthening the gluteus maximus. If you have a desk job or back pain, your gluteus maximus may be inactive, and just doing glute exercises can help alleviate some of the back pain. Additionally, exercising the gluteus maximus will make your chest look nicer.
Both? Anyway, muscles grow, but they don't grow in a bulky way.
